Clinton to Propose $21 Billion Medicare & Medicaid Payment Increase

President Bill Clinton is proposing an increase in Medicare and Medicaid payments to hospitals, nursing homes, and other healthcare providers by $21 billion over five years. This would reverse some cuts made under the 1997 balanced-budget act. The president’s proposal will be released in coming weeks as part of the Administration’s midyear budget update.
