A new measure being pushed by Senator John Ashcroft (R-MO) would bar Congress from spending government surpluses that come from Medicare payroll taxes. This new plan, a revision of the failed "lockbox" legislation, would prohibit lawmakers from even debating any budget that uses surpluses from the Medicare tax.
