House Passes Lockbox Bill

The House has passed legislation making it more difficult for Congress to spend Medicare and Social Security surpluses on anything other than reducing the national debt or improving the programs themselves. The bill creates a procedure by which lawmakers can challenge bills that might spend the surpluses.

The same legislation passed the House last year, but was blocked by Democrats in the Senate.
